The Shelby County, Alabama Amateur Radio Emergency Service (ARES) is a field organization of trained volunteers who have voluntarily registered their qualifications and equipment to provide communications support in the public service when disaster strikes. The only qualification, other than possession of an Amateur Radio license, is a sincere desire to serve. Because ARES is an amateur service, only amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership.

Every licensed amateur, regardless of membership in ARRL or any other local or national organization, is eligible for membership in ARES.

2-meter radio at Shelby County EMAARES consists of privately-owned radios, antennas, ARES-dedicated and cooperating repeaters, and accessory equipment. Even more important than the equipment, the organizational structure includes numerous nets, training exercises, community support, and cooperative planning with served agencies to learn their needs. When officials of any organization request support in Shelby County, Alabama, they get the full benefit of all of this, as well as the personal service of dozens of volunteer operators, most of whom are not visible in the emergency or disaster area. These volunteers donate their own time and equipment, and spend hours in training, drills, and exercises in order to be prepared for the day they're needed, "when all else fails".
